The only non solipsistic way to interpret the npc meme imo is using it to refer to normies(whatever that means) with sociopathic tendencies for example:
Cousin works at gym, becomes temporarily responsible for security, starts watching cctv footage of said gym 24/7 for fun, and readily points out the thicc bitches of the gym to everyone of his friends(kinda based). People in the gym know there are cctvs but normally they expect the footage to only be reviewable in case of a robbery or sth.
Cousin doesn't see anything wrong with that since it is for "security" purposes after all. His friends agree, his gf too(even though she didn't know about the thicc bitches)
Now normally you d expect a non-npc tasked with something like that to abuse his power privately without telling anyon regardless of the reasons he does it (be it a shitty boss looking for slackers, a voyeur etc) but he did it publicly and was, along with his friends, bewildered as to why someone would consider such a noble task, of upholding the security of the workplace, wrong
