The real culprit is electric discharge. There have been many experiments done that show how these flat bottomed, steep sided, central peaked craters can form from an electric discharge and they look a lot like the craters you'll see on the moon or any other body without erosion. Even earth's craters are mostly perfect circles. The presence of shocked quartz also isn't proof of an impactor either, lightning strikes can leave shocked quartz behind. Now imagine a lightning strike big enough to carve out a crater a mile wide.
