And what appears to be an anti-plane is really just another part of the same overall Celestial Realm?
And the unique thing about the Celestial Realms is aside from the gods and their servants, it also houses prototype creatures and realms that are either to be installed onto the lower planes at a later date or were rejected designs or earlier versions of the final product. This leaves room for all sorts of strange encounters that aren't immediately cliche on top of the heavenly aesthetic.
