Add to that, there are no gas lines. Everyone uses propane, so there are tanks of propane everywhere in a crowded neighborhood, each one waiting to leak and explode.
They also told me that, usually, only the corners of the cinder block house have concrete and rebar inside them, and most of the walls are just stacked and mortared cinder blocks. So cost is a factor, but they seem to have figured out a way around that.
