I was thinking more of a galaxy-wide club of members of intelligent species that trade rare minerals, go on vacation to other systems and help each other out in times of crisis. I suppose I should have said "galactic federation" instead of "empire". Either way I think my scenario is more likely - I don't really see any type two or three civilizations giving a shit about ruling over hairless apes.
