it's like saying that americans never say "howdy partner." most americans might not, sure, but there are definitely a subset of people that use the phrase regularly. a ton of people who use it occasionally if you include a joking tone in particular.
saying yare yare daze to a coworker bringing you unexpected paperwork would definitely sound a bit weird in total isolation, but if you're either a tough guy or jokingly trying to emulate the tone of a tough guy then it's totally reasonable to do.
