Creating a singleplayer game requires a certain level of ego and individual creativity, a dream people want to bring into the world and a director to steer the ship onto reality's sunny shores. In this sense Japan is more similar to the West than China and Korea, who are notoriously uncreative and are more interested in the cynical and materialistic side of game development like monetisation and making money (in fact Japan, despite being a collectivistic society, is more individualistic due to the influence of Western culture than Korea or China). All game devs do this but the Koreans and Chinese do it to the point that that spark of ego and creativity needed to produce truly memorable videogames is ignored or even scorned.
