I haven't done a careful analysis of nuclear strategies. However, I understand that the airburst detonation can simultaneously maximize the anti-personnel/anti-structure overpressure waves and also minimize the radioactivity. Setting a nuke off underwater is sure to make (((a lot))) more radiation than doing it in the air because water is about 1000 times more dense than air at sea level, and the difference is even greater as the airburst altitude increases. The tsunami bomb is good for single strike but if you're looking to spend all ~25,000 nukes in one nuclear blitzkrieg attack, then I think minimizing the radiation needs high priority.
