Its based on hard static information like, food, raw resources, sustainability, agriculture, land, water.
If you look at today's numbers, the population boom is no longer a viable option due to people's wages being the same for nearly 30 years. People are still dying, but people are not being replaced in the same area. Just because someone died in New York city doesn't mean someone is being born at the same time and place in New York city to replace them. And it takes 18-20 years before they even become a viable human resource to contribute to society.
The numbers over population show are just no longer viable as we progress as a species.
