probably the novel.
i guess, in these cases the original work of anything is always the best way to enjoy a series. the novel does stand on its own though, in many ways. it has the most content and character insight, has the best ending (well, the graphic novel's ending is good too, but it breaks canon), and is better paced in the second half
not to say the graphic novel isn't good. i like it too, it has wonderful art. i really liked mei's design, in fact i prefer it to the one in anime (well, you have to sacrifice detail). this can be really bad in a horror work where you focus on the atmosphere
as for the story-wise differences between the two, i'd have to go read em again to recollect, it's been a ~year, though my point stands that nothing beats the source material
