Now whether videogames can really be classified as art is debateable, but this is what happens when business meddles too much with art. In order to sell millions upon millions of copies you need to appeal to as wide an audience as possible, which inevitably results in dumbing everything down, minus the graphics. Many people are impressed by said graphics, therefore that's what will get the most attention.
In short, money. Add a bunch of pretty anime girls and you can make even more money.
