I don't think it's that they have a dislike of technology like the amish do but that they just don't know anything else and leaving would mean leaving their family and way of life behind. And even the ones who do might return someday, bringing some useful technology along with them. Hence why they might have a vehicle or route of communication of some kind in case of emergencies. Much more than that would just be impractical and furthermore prone to breaking in such harsh conditions.
