i can speak to the utilities: expect water to go down, no matter what, within a week or two.
as for power: do you have overhead lines? or are you in a newer place with underground? it sounds like you got overhead. therefore, it will stay up until it goes out for one reason or another. it varies, but critters blowing fuses/transformers, and trees/limbs bringing wires down is the usual culprit. and if you're in the kinda situation we're preparing for, the linemen will not be coming out to restore.
between that and your concern with light: get some solar, that shit will presumably be running out soon anyway, whether it's chinese or american made. just a little panel, charge controller, and deep cycle/trolling battery, along with inverter, and led lights, you can light up the whole house all night if you choose. dont, though.
