It's not a situation of Russia having lots of cases of HIV, it's more than they detect it more. Compare this to the US or the rest of Europe that tries to push a narrative of HIV acceptance, rather than prevention. It's a stupid argument overall, the only people that buy into that narrative are people who simply want to screen about Russia bad without doing any research.
