You're describing capitalism, said people in power being the mega-corporations that rule America.
In a socialist country, as in Cuba, it would have a government of the people, by the people, for the people.
This is why I'm such a huge advocate for revolutionary democratic socialism, aka Marxism-Luxemburgism, since it fits like a glove with Lincoln's vision of America.
