3. Here we come to our first IRL parallel. Apart from white, human immigrants (Bretons, Nords) none of them have integrated well. Bravil and Leyawiin, the both of which are border towns to homelands of beast races, are swamped with crime. The Khajiits (the cat-like race) have brought a drug problem with them, and both cities are known as hotspots for drug smuggling and criminal gangs. The beast race immigrants you can talk to often joke about murder, thievery and occasionally outright admit they participate in such acts. The Imperials have built long roads that connect cities, and unfortunately these roads are now largely occupied by either non-human or human non-white bandits, who you need to mow down constantly if you want to get around. When I mention the ethnicities, I mean it in a literal sense. I have clocked over 300 hours in Oblivion and I have never ever seen a white bandit. They do not exist. Racial division is extremely apparent within Cyrodiil, and in most cases different races don’t seem to want to live together. The rich, controlling native elite lives in wealthy districts in the Imperial City, and are entirely disconnected from what is happening around Cyrodiil. All of these problems are still quite manageable, because the Empire operates on mostly free trade, so although poverty and crime are rising, the massive societal order can withstand it and the poor have chances to live better lives through hard work.
