You said it yourself: There ARE some other races that are able to sustain such a society. Liberty isn't a bad thing but people that are feeling unsafe want to have a strong government because, the less regulation the market or local laws have, the more chances they are that criminals and big company groups will abuse this to, again, abuse the weaker ones
