Rulers of a nation are usually nomadic steppe herders who invade a region during the latter stages of a period of decay, cast off the then-extant ruling class, and form a new ruling class. You can see this with the Dorians and Romans, but also with the Scythians, Persians, and Anglo-Saxons. And usually always, the ruling class is tall, blonde, light-eyed, and has a warrior culture.
I believe Egypt was likely this way too, but I cannot prove it. The Empire of Egypt had solar dominion, which is typical of Aryan empires, sun worship.
Something else, the people in these lands never leave, so what happens is either the ruling class will get slowly integrated over time, or an exterior force will impose and integrate as well. But the original aristocracy was always that of a warlike steppe herding class, which still shows its pastoralist roots in the popular sport of equestrianism and in the prodigious inclination towards breeding animals.
