Sure it could turn your value of 0.75 to 3/4, but why? All you've done is show me some rube goldberg machine that takes something simple, a perfect 32 bit number, and turn it into something else with moving parts that isn't useful to anything but itself or for humans who can't do math unless they can count it on their fingers.
