Im revising orcs as well because I dislike how gamesworkshop wrote them:
•There are orc females, and goblin females.
•They still reproduce via spores being released by them, being carried by wind, and then landing somewhere to grow into whatever (a greenskin, squig, or fauna)
•orc and goblin males have penis and balls
•orc courting mating ritual consist of defeating female orc in a fight and then raping her
thus making it not possible for weak orcs, goblins, or humies, or anything else weak from courting them
•orcs can have sex with goblin females, and any other species of female
•goblins can have sex with goblin females, and any other species of female
but as you can imagine, goblins are weak so a goblin raping an elf or dwarf female is unlikely, while it is highly likely to occur that an orc can rape elves, dawi, and humies.
now onto technicalities:
greenskin women can only be impregnated by greenskin men. They dont have ovaries, greenskins dont hatch eggs like human women, instead greenskin sperm, which is a fungal spore fluid, enters the womb and occupies it and the spore grows into a greenskin. The greenskin spores fight amongst eachother, the victor eating the loser for sustenance
now with that being said. Orcs can impregnate other species of women in the same way, and those women can give birth to the greenskin. But a different specie of male cannot impregnate a greenskin
Now, inside the empire, having sex with goblin females is forbidden. As it is forbidden to be a mutant or heretic. You can imagine also that it a female gets caught giving birth to a greenskin it wouldn't bode well for her
And with that being said, chaotic humans in the north (or south) taking goblin females for sex is possible
women (dwarf, elf, human) are taken with orcs/goblins back to their orky settlements to be bred nonstop
