there's no proving speculation, but in the absence of evidence occam's razor makes the slip of the tongue a far more likely scenario than "vast intergovernment conspiracy" i guarantee you if there was any possibility of something that secret being discussed, there would be no possibility of an open mic accidentally picking it up or it occurring in a public newsroom filled with cameras and microphones in the first place
