It reflects a behaviour that has deep roots into our minds. Look into mythology of greeks, mesopotamians, egypteans and notice "the archetypal virgin female figure coming out of water, fecunded by water; followed by giving birth to the gods".
Also, the water withholds the underworld, the unknown that holds knowledge and it promise revelation. And not only that, but the shells bracelets and necklaces on female gods are a symbol of uterus. Again, celebrating life.
