there are diff interpretations
one is that evil is simply the rejection of good, meaning the rejection of god, and the result of it
god allows free will, and that manifests itself into bad parents, bad governments, diseases, etc, all of which are in one way or another coming from (the deception / rebellion of) satan
another is that all things / all power (including the evil ones) are from god. either as a punishment (genesis), or as a test (job) or just because he wants to a higher reason / to teach a lesson (hardening the hearth of pharoh)
another reason you could say is there is also an evil god, which you reject, and a good good, which you would want to follow
and another ofcourse is that god is just evil / chaotic, and that there is no salvation, only further torture etc. but even if that were the case, why would you still not have hope that there is a savior / something greater that would be able to overcome it
