Objectively speaking, she's a dumb minor character from a side series of an obscure Eastern shmup game, who somehow finds herself in situations above and beyond those of her peers from the same games and manga. Only Cirno can find people as far as Pakistan and Russia chanting her name, end up being inside a sandwich, be declared the patron Queen of an obscure board on 4chan, find herself on the top of a birthday cake, in the middle of an Indonesian swamp, dressed up in a hijab, being the (unsanctioned) mascot of a Chinese soda brand, or being used as the aesthetic basis on an entire fashion line. When taken objectively, it makes no sense that she's as widespread as she is, and that's what makes it amusing. At least, that's how it's interpreted through my own lens.
