At least not proficiently. So how would a Lithuanian tank batallion communicate with a Portuguese air command for example? And language isn't the only problem. What about materials? A Danish platoon needs to call in with a Greek command, but tough luck, they bought different radio sets and can't set up communications. A German contingent needs springs for their G36 rifles, but unfortunately their Swedisch camp neighbours have different rifles and parts.
I mean look at the dramatic breakdown of Russian supply and support lines in the Ukraine. And they don't even have the problems I described above! An EU army would be something that everybody wanted and needed and that 20 years before it would actually be implemented.
