The Assyrian empire employed large numbers of people writing thousands of clay tablets just before it collapsed. The Roman emperor Diocletian had masses of bureaucrats filling in forms as the empire went into decline. Modern society too is collapsing under the weight of pointless paperwork.
I think the phenomenon is psychological. As society becomes more and more confusing and chaotic people feel the need for some kind of regularity and order and so the recording of numbers and other pointless information provides a certain superficial order to the universe which they find subconciously soothing
