The Holy spirit is given to saved, born again Christians. God only gives it to his saved and redeemed people. If you are not saved, forget about it. There is no way you can summon the holy spirit or hold authority of him.
People obey the Holy Spirit, we are not the boss of him. Furthermore, the Holy Spirit wouldn't be conjoined with a wicked witch, or commit any form of evil or sin, especially against his own people (christians).
There have been countless of occultic people who studied for years, but they never really find the truth. Truth only comes from Jesus Christ, so you must turn to him in prayer.
