Chinese animation studios are becoming considerably better, though they've yet to make much that rivals the greats of Japan. If they can move past short run time and CGI they should surpass Japan within 15 years.
If they also drop the pretenses of martial entertainment and woo-woo mysticism, and really delve into the disciplines or the folklore, they'll find a massive international market and would surpass Japan within the decade.
