The term White was extended to mean ANY White-skinned people from the European continent.
Although it would be about another 100 - 150 years before the general population of the USA would accept that terminology. Remember, even in the late 1800s Irish and Italians weren't considered White by most Englishmen.
White people is an entirely American-centric concept. Even today most Europeans don't identify as White, they identify as their specific nationality or tribal group.
