we technically had a dress code that girls weren't allowed to wear shorts/skirts that were more than 3.5 inches above their knee (teachers would use index cards to "check"), but most had stopped even pretending to care because all it did was infuriate parents and there was basically nothing the admin could do other than say "well, we wish you wouldn't wear so skimpy..."
so no, it was exactly the same in the early 2000s, at least in america (i lived in a rural town of 25k people so i know it was probably even worse in big cities)
