School districts run GATE programs at the K-8 levels; few run them well. It's either a pullout program 1-2 times a week during "regular" classes or an after school "club." In small to medium size districts, there may only be one teacher who gets paid a small stipend to run an after-school program (think Battle of the Books & STEAM) or in wealthier districts, a really good teacher will get to teach mixed-grade-level class of gifted and talented students. GATE is not a federal program per se; rather, I believe all public school districts must demonstrate they are running a GATE program in order to receive federal funding. GATE falls under the auspices of Special Education. And Special Ed is also the most controlled by Federal Law.
GATE is thus the token program to prove to the feds a district is doing something for its bright and talented youth. In reality, it is NOT these youth who will get all the "special" attention, oh no. THAT is reserved for the learning and or physically disabled. But I digress.
As for your memories -- there are at least five you would have been given in one-on-one situations as part of a range of assessments to see if you qualified for either GATE or special ed classes. And yes, you would HAVE been pulled from class by Child Study Team members.

Wechsler Intelligence Scale
Woodcock-Johnson Psychoeducational Battery
Behavior Assessment System for Children School Function Assessment (SFA)
Clinical Evaluation of Language Fundamentals
Look 'em up -- especially the older versions of these tests depending upon when /what age you were when administered. I guarantee you will see the cards, the ink blots, the headphones and a whole bunch of other shit you hadn't recalled simply because THEY SIMPLY WEREN'T WORTH REMEMBERING.
