It all depends on the genetic make-up of the father, but on average African Americans have a pretty high White admixture. Based on a few photos of Emory Tate it's clear he was not pure Negro. Here is a picture of the Tate's 93 year old grandmother. You can clearly see she is probably somewhere between mulatto and quadroon herself.
