This is prophetic language exhibiting the attitude and the intentions of the Edomites that they wished to take over the lands formerly belonging to Israel/Judah after the Assyrian/Babylonian captivities/deportation to mesopotamia. God is stating here that he will punish Edom for doing this. historically it can be demonstrated that they did indeed posess Israel/Judah, especially cities baring Jerusalem as it was in ruins/rubble.
