Well, being wrong does make you feel deeply ashamed. It makes me feel ashamed, but living in denial will only accomplish not righting your wrongs and making the same mistake over and over again in the future.
The government doesn't have to, sure. I was trying to say that many (western governments at least) have this whole spiel about how our happiness is so very important to them, and many people seem to have this notion that it's the government's job to make a person happy. While I don't think that's the case, an ideal government shouldn't try to exploit its citizens for it's gain either. But that's not how it works in reality, it's nowhere near that simple, I know.

Also pirating bigger games took ages because of my shitty internet. But yes, speed is not bad, don't get me wrong. But for children's minds it's too much. I am wondering whether there might be a correlation between that and the fact that many kids are hyperactive nowadays.
