What used to happen before the advent of headphones/earphones is that most low IQ people still had enough decency to behave in society, so loud music etc in public would only come from the absolute lowest IQ individuals. Now with everyone having a phone and earphones they can blast their ears with noise all day in public, so the low IQ that you previously would not see listening to music are now all glued to their phones.
We already know from basic NPC theory that NPCs don't have an internal "force" or "source" so they are completely empty unless filled by an external "force". Music is one of them, their smartphones are another, etc.
