there can be demand for goods even if no one is yet able to afford them, that is latent demand waiting to be met by a supply at an appropriate price.
regardless of your word salad, human engage in purposeful pursuit of valued ends with scarce means. socialism won't change that, people will want those means to pursue their valued ends and will therefore seek the necessary resources for that.
Ends are constantly changing, and so are our surroudings meaning there is constant shift in availability of means, effectivness of means, etc, meaning a constantly changing demand for resources as everything keeps shifting. maybe slowly, maybe quickly but we don't live in a static world.

note also that it wasn't by private demand that artillery shells were being produced, but by state demand which is the opposite of capitalism, so even if it was the case that the US spent more on weapons than the USSR, it still wouldn't prove your point.
