pretty much all u would need to do as a villain is plant like 50 child hostages across the country or world or something
so batman literally cant do anything because he cant be in all of those places at the same time
unless he has drones or something do it for him, but it wouldnt be very hard to plan your operation well enough so that its not worth it for him to risk it rather than to comply with whatever u want
or like you said, if all these villains have their big plans that batman needs to strain himself and put a bunch of thinking in order to stop, then why dont they all do it at the same time so that he just cant do anything about at least some of them going through
they'll just pull some shit out like i said though, nanobots knocking out every villain or something lol
because him being really rich is synonymous with him being able to create 200+ years in the future technology
