It's weird to see so much of /pol/ react with surprise over people dumping dogs, since I live in East Texas and it's extremely common. If you live in a rural area, pretty much every dead end street with low visibility is a prime area for Mexicans and white trash to dispose of their dogs. Puppies especially. Sometimes they're in boxes, sometimes not. Hell, I once saw a Mexican throw a pair of live chickens tied up together inside a plastic Walmart bag out of the window of a moving car. They could just drop them off at the shelter, but I guess they don't value the suffering of others enough to bother.
