well the short version is that hokkaido is an island isolated a whole day's travel north with only one interesting city on the way from tokyo while basically nowhere else takes more than a few hours to get to by train.
i don't think either is valid long term but eu ones can be used temporarily or something. has to do with more similar driving laws and most importantly using the same side of the road
