For example, Irish people are less than 10% Celtic and they are 90% indigenous Bell Beaker, despite that we call them Celtic because of the language they speak and their culture which was passed to them by the Celts.
Another example is the Celtiberians. Ruling class of Celts imparted cultural practices and languages to the indigenous Iberians of the time, whilst the Celtiberians had little Celtic DNA.
France/Gaul was quite Celtic however because the actual ethnic Celts were able to migrate there early enough and mass reproduce. Not all cultural Celts were truly Celtic though.
