At 22 you're probably just leaving college. At 23 and 24 you're either trying to find a job relevant to your career, still in school, or just starting an entry level job.
25 is also a fair cutoff point, but really, you're still on your parents' health insurance at that point. You're not really a fully independent individual unless your parents were pieces of shit.
