The parable of the Good Samaritan illustrates how hospitality worked in ordinary, everyday contexts, it was not about one off generosity to a mass influx of strangers by hundreds of thousands per year. Jesus used familiar, culturally-understood examples to teach moral principles, not to impose impractical or extreme obligations.
The principle is universal, but its application is context-sensitive. You can't equate a small act of hospitality in a historical Middle Eastern village with modern large-scale immigration policy.
