This is a hold over from the old Canaanite belief that each nation had its own god who was subordinate to a boss god. This what Elohim actually refers to by the way, that whole mediterranean/near-east pantheon. It says right in the Bible that God gathers up all the gods and makes them mortal. In later pozzed translations gods are replaced with angels.
