Alright, I think, this can be applied both to groups and single people as you can also develop a tradition of yourself, I'm sure you have one or two.
I think you'd have to be in a situation fit for the tradition to arises, one of these situations could be if you live with a group of people (say family) and some sort of trigger would turn a specific event into something worth repeating or cherishing in the future. I think it would need to be a positive experience, not always, but the experience the tradition stems from would have to have some sort of positive meaning for the individuals that later on participate in said tradition.
But, I think tradition could also work as a safety or a sense of safety for human beings. I'm not sure of this, but I do believe that people in distress has a tendency to develop "traditions", these might however be by them and for them rather than among many. Let's say a person is in prison, it might be very psychologically stressful for this individual - so as a safety mechanism or something to look forward to or as a distraction traditions might spring forth more easily. It becomes a bonding experience, a sort of nostalgic connection to your past, this is also true for a bonding experience like a tradition for a larger group of people.
