As the communists began taking over the country and the legitimate government's army officers abandoned their posts to take the equipment and soldiers to join the communists to form their army, the official government evacuated to Formosa (aka Taiwan).
So, the legitimate government of China was now moved to Taiwan and the communists took over the mainland.
Time passes and size matters. So the communists because de facto the new government of China and the original legitimate government of China then became the government of Taiwan. But since they didn't surrender to the communists, but re-made themselves on Formosa, one could loosely say that the Taiwanese government is the legitimate government of China.
In support of relations with communist China, democrat president Jimmy Carter stated that as of January 1, 1979, the United States will formally recognize the communist People’s Republic of China (PRC) and sever relations with Taiwan as the official government of China.
