The 90's sucked, it had everything bad about now but the internet had little on it. Gaming computers sucked, computer components were unreliable. No youtube to learn anything want. No amazon and ebay to buy whatever you want. No GPS so navigating towns with confusing roads was impossible.
In the 90's if you weren't naturally connected with your family/neighborhood, you were totally isolated and there was nothing you could realistically do about it.
