They're not allowed, every field you can think of has been outsourced to foreigners. If you want to become a doctor in the USA, you literally have to go to school in Europe to meet the standard of education that poos and arabs ALLEGEDLY have. I know because I have an aunt that is a mid-ladder executive for CVS and without a European education there was NO possibility for her to get as far as she did with only a diploma from the U of Iowa.
