The California High Speed Rail would have been near done by now if the state had just hired engineers and planners directly, but they hired Bechtel, a company long known for going decades over time and billions over budget, because of Buy American laws and other random statues that require them to spend project budgets on companies. It's heinous. At least they're trying to kick out consultants now but the damage is done. We won't be seeing the promised rail for another 2 decades at least if ever.
