I hope she pulls through with cleaning her room, even if it's just for the "content," as it would help change her environment for the better; A good first step in the right direction. As for the moving out, I agree, but it's easier said than done. If she can find a way to push through, and start moving forward from her current situation, rather than pack up and start fresh somewhere else, it would have a far more meaningful and lasting effect. It'll prove to herself that she can overcome her woes directly, which would make it less likely for her to return to her old ways later down the line.
