This motherfucker walked about dressed in military regalia, and decreed edicts in San Fransisco, he was a beloved celebrity by the entire populace. Once a police officer tried to arrest him for being clearly insane, after much public outrage on his behalf, Emperor Norton was released and issued the officer a pardon.
